She uses an example to illustrate her point: the group of "Firemen Across Borders,” who arrived on site without fire-resistant equipment because they had come merely to take survey the houses touched by lava and were unaware that the earthquake and the volcanic activity were related. She speaks out against a fault in the system caused by NGOs.
